Portugal Set to Break Tourism Records in 2025 Amid Challenges

Portugal's tourism sector is poised to set new records in 2025, with expectations of welcoming 33 million guests and generating €6.5 billion in revenue, according to the latest report from the Institute of Tourism Planning and Development (IPDT). This marks a significant increase from 2023, when the country saw 30 million guests and €5.7 billion in tourism revenue.

The sector’s growth is expected to continue, with forecasts indicating between 75.1 and 81 million overnight stays, remaining in line with the 77.2 million recorded in 2023. Jorge Costa, president of IPDT, emphasized the "evident potential for sustained growth" in the sector, pointing to Portugal's image as a safe, welcoming, and high-quality destination, which has helped maintain its appeal despite global uncertainties.

Key Challenges Facing the Sector

However, the optimistic outlook is tempered by several significant challenges. According to the Barometer, the shortage of skilled human resources is identified by 51% of respondents as the main barrier to growth. This skills gap threatens the ability of the industry to meet rising demand, potentially impacting service quality.

Moreover, inflation and rising prices are growing concerns for 40% of tourism professionals, with a further 33% citing economic recession and 29% highlighting international instability as additional threats. These external factors emphasize the sector's vulnerability to global mobility and geopolitical conditions.

Addressing "Overtourism" Concerns

One emerging issue in the sector is the growing concern over "overtourism." Although tourism officials in northern Portugal and the Algarve region reject the idea of "tourism pressure," 80% of Barometer respondents agree that this is an important issue. To counter misinformation and protect the country's image, experts suggest focusing on regional diversification, particularly in inland areas, and fostering transparent communication strategies.

Prioritizing Sustainability and Competitiveness

To maintain Portugal’s competitiveness as a top tourist destination, experts emphasize the importance of diversifying and requalifying the tourism offering, with a focus on sustainability. Around 19% of respondents highlighted this as a priority, while 16% underscored the need to improve infrastructure and accessibility.

Improving the working conditions of tourism professionals is also crucial, with 14% of experts suggesting that better conditions will help attract and retain talent. Continuous training and professional development were also identified by 12% as key to addressing future challenges.

Trends to Watch for in 2025

Looking ahead to 2025, personalized travel experiences are expected to dominate, with 63% of tourism professionals highlighting this trend. Authentic cultural experiences follow closely behind, with 60% of respondents noting the growing demand for unique cultural engagements.

Security continues to be a critical factor in tourists’ destination choices, with 30% of experts considering it essential for attracting international visitors. This further strengthens Portugal’s position as a top-tier destination, capable of offering exceptional and differentiated experiences.
